really think you need to read up some more on some stuff... but here you go
anyone can correct me if i'm wrong :-D
e85 not the same as race gas... you would need two different maps for it....
you can get a aem ems or piggy back to switch back and forth from maps... but your prob looking for the cheapest way ... a switch
http://www.dsm-ezine.com/evoVIII_adc_switch.html
but if you want to run race gas and e85 and 93 you'll need something like a laptop to switch maps or a aem ems/piggy back which can hold more then 2 maps...
and don't understand your question about stock 10.5 hotside vs stock 8 turbo? your 03 has a stock 8 turbo and a 9.8 hotside... i would suggest getting it switch out for a 10.5 but at the same time do a turbo because your already in there changing it out... and also get the 10.5 coated and ported...

To switch you'll at least need a switch with 2 maps loaded in your ECU like mentioned below or a standalone, but you can use e-85 everyday and its close to the same price as regular fuel, but gas mileage is normally worse with e-85. I remember seeing people post 180 a tank.
e-85 is a higher octane essentially, so if its easier think of it as a street legal race fuel.
To be honest the 10.5 would be a waste. For the price used IX turbos are going for you can buy one for the low low

1. Like Chintan said on stock ECU (I'm sure you're not trying to go with a diffrent ECU setup) you will need a swiltch like the one linked & 2 maps loaded by your tuner. Any more maps would have to be loaded via laptop which isn't all that bad since you wouldn't use race gas regularly anyway.
2. E85 is not race gas. It has an octane rating of 105 I beleive which is similar a race gas performance but cheaper & mare available. You use about 30% more fuel when running E85 instead of gasoline which is why you have to have larger injectors & such when you run it. The maps for E85 & race gas would be way diffrent. Keep in mind you wil have to be tuned & pay for each map you get which will need to be updated along with new mods.
3. I don't think you should worry about the hotside. Get a 9 turbo if anything, but chances are that you're gonna upgrade that anyway so if that's gonna be soon then I'd just wait. But then again you can always resel the 9 turbo when you upgrade if it's still in good shape.
4. You're gonna take whatever advice we give you succa. ;)

Flux capacitor or GTFO.

ur going to need injectors and a switch to change maps on the fly. well u could use a laptop to do that but it would be kind of a pain in the ass. other then that just a tune for the E-85

Shunder and Black hit the nail on the head.
To specify one more answer ... no, E85 and "race gas" (100/110 oct) are not interchangeable. the octane ratings are similar, but E85 is highly oxygenated, more like an alcohol based fuel (basically 85% alcohol) and requires much more physical fuel to reach the same AFR as gasoline. "Race gas" is gasoline, not alcohol, so it doesn't require the extra fuel. This is why you need bigger injectors and lose gas mileage w/ E85.
